When the hammer doesn't work

[Trump] can't stop this war. He doesn't know how. He has one tool--yell and scream and be an asshole--and it isn't working. Trump's whole life, he's dealt primarily with avaricious cowards. He knows how to handle those guys. He does not at all know how to handle an ancient and proud culture that has very little to lose and everything to gain by telling him to fuck off.

You cannot assuage a prideful person with material comforts or bend them with threats of violence. Someone driven by pride alone is happy to die on fire to maintain honor and dignity.

Trump does not know how to deal with that. It's so far outside his experience that he cannot imagine it.
